Most vendor selection processes go wrong well before the contract is signed. Proposals arrive in formats that resist side-by-side comparison, and the delivery risks that end up costing money surface months after everyone has moved on from the decision.


This guide breaks the selection process into five stages and points to the resource that does the work at each one. Read it start to finish if you are early, or skip to the stage you are in.

Stage 1. Decide how you are sourcing the work


Settle the structural questions before talking to any vendor. Getting these wrong makes every later stage harder.
 


Start here if: you have a budget and a problem, but no defined delivery approach yet.
 

Stage 2. Build a shortlist worth evaluating

Aim for three to five vendors. A wider funnel costs weeks of calendar time and produces a pile of proposals that cannot be compared against each other.

Stage 3. Evaluate the shortlist on evidence

Most selection processes are decided here. Everything at this stage exists to produce evidence about engineering capability rather than presentation quality.

Price is the easiest thing to compare and the easiest thing to compare badly. The contract determines who pays when the scope moves.

Signature is where the expensive failures start. Most of them were visible weeks before anyone raised them.
